Training on Community-based Inclusive Development (CBID): towards Sustainability

Two-week international intensive training “Training of Trainers (ToT) for Community-based Inclusive Development (CBID): towards Sustainability” was organized by the Asia-Pacific Development Center on Disability (APCD) at the APCD Training Building, Bangkok, Thailand on 10-21 September 2012.

The training brought together 19 delegates from 8 countries (Cambodia, China, India, North Korea, Mongolia, Pakistan, the Philippines and Thailand). According to the needs of participants, honorary resource persons who have outstanding experiences and knowledge in this field, namely Dr. Maya Thomas, Mr. Ghulam Nabi Nizamani, Ms. Akio Akiyama, Ms. Mayuree Pewsuwan and Mr. Dexter Babano Yasay were invited to the training.

The participants were encouraged to share, discuss and brainstorm potential plan regarding Community-based Inclusive Development with an emphasis on sustainability. Training activities were conducted in a participatory training approach as a main strategy in order to encourage training participants to integrate knowledge and skills in the Experiential Learning Cycle process.

On 24 September 2012, APCD welcomed the African delegates through the JICA exchange program on independent living by the Disabled People’s International Asia Pacific (DPI/AP). Various information and experiences in the Asia-Pacific region was presented by APCD. The African delegates also shared their views on disability in Africa.

ASEAN Collaboration on Community-based Inclusive Development, Vietnam

On 19 September 2012, APCD met Vice Minister Nguyen Trong Dam and other officials from the Ministry of Labour, Invalids and Social Affairs (MOLISA), the Government of Vietnam. The meeting was arranged to reaffirm the partnership between MOLISA and APCD regarding networking and collaboration in the ASEAN countries. APCD also met the Vietnam Federation on Disability (VFD), Hanoi Independent Living Center (ILC) and the Action to the Community Development Center (ACDC) to share and exchange information about latest disability situation and confirm collaboration with APCD.

Insurance for APCD Staff

The United Nations Convention on the Rights of Persons with Disabilities (CRPD) was ratified by the Government of Thailand on 29 July 2008.

In reference with the Article 25 Health (e) “Prohibit discrimination against persons with disabilities in the provision of health insurance, and life insurance where such insurance is permitted by national law, which shall be provided in a fair and reasonable manner”; and “(f) “Prevent discriminatory denial of health care or health services or food and fluids on the basis of disability.”

It has been more than 2 years since APCD tried to ensure health insurance for APCD staff. Our request was rejected by most insurance companies in Thailand because of disability. However, finally the Thai Life Insurance Public Company Limited has accepted all APCD staff including staff with disabilities.

It seems this is the first case in Thailand that an insurance company accepted to provide group insurance coverage.
