The South Asian Disability Forum (SADF) Strategic Planning Workshop was held in Islamabad, Pakistan on 18-19 November 2013. It was organized by the Government of Pakistan through the Ministry of Law, Justice and Human Rights, the United Nations Educational, Scientific and Cultural Organization (UNESCO) Islamabad, the South Asian Disability Forum (SADF), the Community-Based Inclusive Development (CBID) Network Pakistan and the Special Talent Exchange Program (STEP), in collaboration with the Asia-Pacific Development Center on Disability (APCD), the Light for the World, the CHEF International, the Sightsavers and the British Council.
Over 50 representatives of women and men with disabilities from South Asia, namely Afghanistan, Bangladesh, Bhutan, Nepal, Pakistan and Sri Lanka, the Government of Pakistan, civil society organizations including disabled people’s organizations (DPOs), the United Nations agencies, international development agencies and the business sector participated in the Workshop. The "Islamabad Recommendations on Women with Disabilities in South Asia" was adopted by participants, noting the need to implement the South Asian Disability and Development Initiative (SADDI) 2014-2016 on a collaborative basis.
The signing ceremony for the South Asian Disability and Development Initiative (SADDI) was held at the opening session. The SADDI will be implemented by the South Asian Disability Forum in collaboration with Ministry of Law, Justice, and Parliamentary Affairs of Pakistan, UNESCO and APCD. The SADDI recognized the need to develop the capacity of women with diverse disabilities in South Asia, and ensure gender equality and women’s empowerment, as indicated in the United Nations Convention on the Rights of Persons with Disabilities and the Incheon Strategy to “Make the Right Real”, 2013-2022.

The Leadership Conference of Persons with Disabilities on Community-Based Inclusive Development (CBID) was organized in Islamabad, Pakistan on 20-22 November 2013. The Conference was organized by the Government of Pakistan through the Ministry of Law, Justice and Human Rights, the United Nations Educational, Scientific and Cultural Organization (UNESCO) Islamabad, the World Health Organization (WHO), the Community-Based Inclusive Development (CBID) Network Pakistan and the Special Talent Exchange Program (STEP), in collaboration with APCD, CBM, the Light for the World, the CHEF International, the South Asian Disability Forum (SADF), the Sightsavers, the HelpAge International, the Telenor Pakistan and the British Council.
Over 100 representatives of persons with disabilities from 20 countries, disabled people’s organizations (DPOs) and other civil society organizations (CSOs), the Government of Pakistan, the United Nations agencies, international development agencies and the business sector attended the Conference.
The "Islamabad Recommendations on Community Based Inclusive Development" was presented and unanimously adopted: Laws and policies on disability should be harmonized with the principles of CBID; Development policies and programmes at all levels should be designed, implemented and monitored from the perspective of CBID; The engagement of persons with disabilities in political participation at all levels should be enhanced; Disability-specific data should be collected for a better planning and implementation of community services for persons with disabilities; Persons with disabilities, particularly women with disabilities, persons with severe disabilities, children with disabilities and their families should be included in community activities; Persons with disabilities should be equally and positively promoted by media; and, Networking and collaboration on CBID should be strengthened among DPOs and other CSOs, local community people, governments, the United Nations agencies, international development agencies, academic institutions, media and the business sector.

Strengthening Ties with Mongolia on Disability Issues, Ulaanbaata, Mongolia, 8-14 November 2013
Disability and Development Workshop
APCD forged stronger ties with Mongolia through the exchange of useful information about disability-inclusive projects with the Government of Mongolia, non-government organizations (NGOs) and Disabled People’s Organizations (DPOs), among others, in a series of meetings on 8-14 November 2013.
The Ministry of Population Development and Protection of Mongolia is very keen to organize a Regional Workshop in 2014 by the Government of Mongolia in cooperation with APCD. The Incheon Strategy to "Make the Right Real" for Persons with Disabilities in Asia and the Pacific, 2013-2022 will be translated into Mongolian language along with a video version set into Mongolian sign language and braille. The Mongolian government is very keen on organizing a national workshop on Community-Based Inclusive Development (CBID) as well.

Discussion on "National Disability Strategic Plan 2014-2018", Phnom Penh, Cambodia, 28 November 2013

The "Official Launching on Commitment of Implementation of the United Nations Convention on the Rights of Persons with Disabilities, Incheon Strategy to “Make the Right Real” for Persons with Disabilities in Asia and the Pacific 2013-2022, and Continuation of National Disability Strategy Plan (NDSP) 2014-2018" was organized by the Disability Action Council of Cambodia (DAC), the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the Asia-Pacific Development Center on Disability (APCD) and the Australian Agency for International Development (AusAID) on 29 May 2013, in Phnom Penh, Cambodia.
Following up such commitment, more than 50 persons with disabilities, government officials and other partners participated in the "Consultative Workshop on National Disability Strategic Plan 2014-2018" on 28 November 2013 in Sihanoukville, Cambodia. The workshop was organized by DAC, with support from AusAID. APCD was invited by DAC as the resource person for the process of drafting the national policy on disability and development. Leaders with disabilities shared various comments from the perspective of disability and community. The "National Disability Strategic Plan 2014-2018" is going to be finalized early 2014.

Wrap Up of "Making It Work" Documentation, Lao PDR and Cambodia, 11-15 November 2013 and 25-29 November 2013
Learning Math Subjects by Sign Language in Cambodia
APCD wrapped up its in-depth documentation work in Lao PDR and Cambodia for Handicap International's "Making It Work" Project, which promotes good practices in line with the principles of the Convention on the Rights of Persons with Disabilities, with the goal of making a positive impact on persons with disabilities' lives.
In Lao PDR, the documentation of five good practices was done in cooperation with key stakeholders: the Handicap International, the Lao Disabled People's Association, the Association for the Deaf, the Lao Association for the Blind, the Lao IT Development Co. Ltd., and the Mother and Child Unit of Sikhot Hospital. Meanwhile, the documentation in Cambodia was conducted through the coordination with the Handicap International as well as the Cambodian Disabled People's Organization, the National Election Committee, and various Disabled People’s Organizations (DPOs).
Results of the documentation work will be presented by the Handicap International in a booklet highlighting all the good practices, as well as a short documentary. These will be discussed at the 3rd Regional Workshop set on 21-23 January 2014 in Phnom Penh, Cambodia.
The six SAOs has included Pakpoon, Tasak, Parknakon, Nasai, Khampeng, and Tangew. Apart from meetings with local governments and Disabled People’s Organizations (DPOs) and local service providers, APCD also surveyed existing service organizations that exist in the province, all of which were very supportive of the CIAI-APCD Project.
A Memorandum of Agreement was signed between Nakorn Sri Thammarat stakeholders and the Project. A needs assessment and consultative meeting for persons with disabilities will also be conducted in near future.
