Relevance of CBR and Inclusive Development in Post-2015 Development Agenda: Position Paper

With the Millennium Development Goals' (MDGs) deadline looming in 2015, the Community-Based Rehabilitation (CBR) Asia-Pacific Network in cooperation with the Asia-Pacific Development Center on Disability (APCD) has released a position paper discussing the "Relevance of CBR and Inclusive Development in Post-2015 Development Agenda," which would assure the full inclusion of persons with disabilities into post-2015 development agenda.
The MDGs, consisting of eight goals that address the issues of hunger and poverty, education, gender equity and women empowerment, child mortality, maternal health, diseases, environmental sustainability, and global partnership for development, have been commented by the certain sectors for not explicitly mentioning disability. This report includes rationales for incorporating disability issues into the MDG goals.
Through the CBR initiative, however, this perceived gap is continuously being addressed. This position paper, in fact, discusses the "compelling reasons" why CBR will continue to be relevant even in post-2015 agenda when it comes to inclusive development for persons with disabilities. The report, which is also presented in CD version, is available for free in text format for persons with visual impairments and blind persons.
Summary Report: 2nd APCD/JAIF Project Regional Meeting

The 2nd APCD/JAIF Project Regional Meeting held on 27-28 August 2013 in Hanoi, Vietnam drew over 120 delegates from ASEAN countries. Organized by APCD and the Ministry of Labour, Invalids and Social Affairs of Vietnam (MoLISA), in collaboration with the ASEAN Secretariat, the Ministry of Social Development and Human Security of Thailand, and the Japan-ASEAN Integration Fund (JAIF), the Meeting further strengthened the project's resolve to improve the quality of life and well-being of persons with disabilities in the region.
The findings and key outcomes of the APCD/JAIF Project in Cambodia, Laos, Myanmar and Vietnam were presented. The Project involved various sectors, including government, organizations and other NGOs of persons with disabilities, business, and other community partners in the ASEAN region.
One of the highly anticipated part of the meeting was the drafting of the "Hanoi Vision on Community-Based Inclusive Development Towards 2015 and Beyond" the goals of which were in line with the framework of the ASEAN Decade of Persons with Disabilities, 2011-2020.

Report: ASEAN Meeting on Promoting the UN Convention on the Rights of Persons with Disabilities (UN CRPD)

All's well that ends well in the recently concluded the ASEAN Meeting on Promoting the United Nations Convention on the Rights of Persons with Disabilities (CRPD) Towards Enhancing the Roles and Participation of Persons with Disabilities in the ASEAN Community. The event, held in Hanoi, Vietnam on 29 August 2013, was attended by UN representatives, ASEAN delegates, government officials, and members of the media. The event was organized by Vietnam's MoLISA and APCD in collaboration with the United Nations Children’s Fund (UNICEF) Vietnam and JAIF.
One of the highlights of the event was overview of disability and percentage of persons with disabilities in the 10 ASEAN countries, including the issue of the ratification and implementation of the Convention. Special concerns were aired at the plenary sessions, including the lack of a unified disability classification in the ASEAN Member States, the need for a proper definition of disability using various criteria (and not only based on medical assessment), the issue of early detection of children with disabilities, among others.
The event culminated in Vietnam's launch of a roadmap for the ratification of the CRPD, as well as the signing of the Memorandum of Understanding on Cooperation between MoLISA and APCD.

Report: Workshop on the Roadmap for the Establishment of the Vietnam Autism Network

The Vietnam Autism Network (VAN) was launched in the recently concluded Workshop on the Roadmap for the Establishment of the Vietnam Autism Network, held on 29-30 August 2013 in Hanoi, Vietnam.
In the workshop report, now available for download, the event focused on the theme "Towards a Friendly Community to Persons with Autism". The Workshop, which drew more than 80 attendees from all over Vietnam, was organized by MoLISA and APCD, in cooperation with the Vietnam Federation on Disability (VFD), the ASEAN Autism Network (AAN) and JAIF.
Apart from the founding of VAN, event highlights include the adoption of recommendations calling for the inclusion of autism in Vietnam's disability laws, policies and programs, the election of VAN's executive board members, a review of the legal framework on autism and the situation of persons with autism and their families in Vietnam, as well as the confirmation of the Constitution, Logo and Action Plan.

Summary Report: Workshop on Self-Advocates with Intellectual Disabilities in the Great Mekong Sub-Region

The summary report for the Workshop on Self-Advocates with Intellectual Disabilities in the Greater Mekong Sub-region, held in Bangkok, Thailand on 4-5 September 2013, is now available to the public.
The report details the activities and aims of the two-day workshop attended by 98 participants, which included self-advocates and their families from the Greater Mekong Sub-region. Among those who took part in the event are the Rose Group (Cambodia), Talent Group (Lao PDR), Future Star Group (Myanmar), Dao Ruang Group (Thailand), and My Future Group (Vietnam).
Apart from strengthening the self-advocates' network and expanding their scope to the regional level, the Workshop also paved the way for the drafting of the "Working Together in the Greater Mekong Sub-region," which is to be the basis for the Constitution of the United ID Network Greater Mekong Sub-region, as well as the development of the network's Action Plan for 2013-2015.
The Workshop was organized by the Dao Ruang of Thailand, the Association for Persons with Intellectual Disability of Thailand, and APCD in collaboration with the Ministry of Social Development and Human Security of Thailand, the Inclusion Japan, and JAIF.
