During that period, there has been significant progress in raising awareness about the rights of persons with disabilities and in strengthening the international normative framework to realize those rights – from the World Programme of Action (1982) to the Convention on the Rights of Persons with Disabilities (2006). More and more countries are committing to protecting and promoting the rights of persons with disabilities. However, many challenges remain. Persons with disabilities experience higher rates of poverty and deprivation and are twice as likely to lack health care. Employment rates of persons with disabilities in some countries are as low as one-third of that of the overall population. In developing countries, the gap in primary school attendance rates between children with disabilities and others ranges from 10 per cent to 60 per cent. This multi-dimensional exclusion represents a huge cost, not only to persons with disabilities but to society as a whole. This year’s International Day of Persons with Disabilities reminds us that development can only be sustainable when it is equitable, inclusive and accessible for all. Persons with disabilities need therefore to be included at all stages of development processes, from inception to monitoring and evaluation. Addressing negative attitudes, the lack of services or ready access to them, and other harmful social, economic and cultural barriers will benefit all of society. On this International Day of Persons with Disabilities, I call on governments, civil society and the global community to work for and alongside persons with disabilities to achieve inclusive, sustainable and equitable development worldwide. Closing Remarks by Hon. Alicia R.Bala Undersecretary, Department of Social Welfare and Development Officer-in-Charge / Executive Director, National Council on Disability Affairs “Walk for the Rights of PWDs” December 2, 2011 Music Hall, SM Mall of Asia I am deeply honored and privileged to be with all of you, persons with disabilities and partner advocates from our local and international disability communities. The general theme guiding us in the observance, “Together for a better world for all: including persons with disabilities in development”, draws attention to key areas that would work in synergy to mainstream disability in all development processes. With a number of duty bearers and key stakeholders joining us today in this significant event especially in the “Walk” is a manifest enthusiasm, full support and strong will to promote the cause of persons with disabilities in the country. Make the Right Real! On behalf of the National Council on Disability Affairs (NCDA), I would like to take this opportunity to thank the Department of Interior and Local Government (DILG), the claw of the organization committee all the member-agencies of the national working committee and sub-committees coming from various government agencies, non-government organizations and the sector of persons with disabilities who participated in the series of discussion, planning and implementation of the different activities lined-up for the event, especially the department of the interior and local government who chaired the committee. I firmly believe that this activity and those that were conducted to highlight the sub-themes recommended by the United Nations, are not one-shot deals as these are envisioned to open new avenues for more collaboration and partnerships among duty bearers, claim holders and other stakeholders. On behalf of the National Council on Disability Affairs (NCDA), let me again express my heartfelt thanks to everyone who made this year’s observance of our “International Day of Persons with Disabilities” truly a big success. To our friends from the Asia- Pacific Region the United Nations ESCAP, and the Asia-Pacific Development Center on Disability (APCD), I hope you enjoyed your stay in our country and learned a thing or two about us. And to all of you – the advocates of persons with disabilities, especially, I hope your experience of coming over here serves as an inspiration for the many things that we can all do together for a better world for persons with disabilities. Godspeed and more power to all Filipinos with disabilities, including all citizens with disabilities in the Asia Pacific Region. Thank you. ## photo caption: more than 3,000 people participated in the event caption: vendors in the mall of asia joined the campaign caption: Youth representatives marched to "Make the Right Real!" caption: singning performance by the members of the autism society of the phillipnes caption: persons with disablities from all corners of the philippines actively participated in various activies of the event caption: wheelchare dancing perormed by TNH Members
