APFHD provides a platform to unite voices of millions of people who are hard of hearing (HoH) and deafened, raise awareness, and protect their rights in Asia and Pacific region. APFHD founded on March 2, 2012 in Bangkok, Thailand by a group of representatives who are hard of hearing and deafened from Bangladesh, Cambodia, Indonesia, Japan, Lao PDR, Mongolia, Myanmar, Nepal, New Zealand, Pakistan, Philippines, Papua New Guinea, and Vietnam. Vision An inclusive society where rights and interest of persons who are hard of hearing and deafened in Asia-Pacific are ensured Mission To serve as the independent network for issues relating to hard of hearing and deafened in the Asia-Pacific region Objectives 1. Empower persons who are hard of hearing and deafened in the Asia-Pacific region for their independent life with confidence; 2. Support a formation and development of local self-help groups (SHGs) and self-help organizations (SHOs) in line with the vision and mission of APFHD; 3. Facilitate and promote sub-regional and regional cooperation, and exchange information and knowledge among members of APFHD for effective networking locally and regionally; 4. Collaborate with grassroots disabled people’s organizations (DPOs) and other non-governmental organizations (NGOs), local and national governments, regional and international organizations, the United Nations agencies and other stakeholders to mainstream hard of hearing and deafened perspectives in the movement on disability and development; 5. Facilitate scientific data collection on persons who are hard of hearing and deafened in Asia and the Pacific; 6. Assist technology development, including assistive technologies, accessible information and communication technologies; and 7. Promote accessible environment for persons who are hard of hearing and deafened at educational institutions and workplaces in the Asia-Pacific region. #Page 5-6 *Executive Summary The Asia-Pacific Federation of the Hard of Hearing and Deafened (APFHD) organized its 3rd Biannual General Meeting (BGM) 2018 and Regional Training on International Instruments Towards Sustainability, in line with the promotion of empowering persons who are hard of hearing and deafened in the Asia-Pacific region. The aim of this training was: 1. To conduct a regional gathering from the perspective of interactive accessibility for persons who are HOH and/ deafened 2. To provide an opportunity for leaders who are hard of hearing in the Asia-Pacific region by exchanging new information and knowledge which can be integrated in the future implementation of their activities in partnership with various resource persons in line with CRPD 3. To strengthen regional collaboration between APFHD, resource persons from USA, Israel, UN ESCAP, Thailand and APCD, with support from DEP as well as other partners in line with the principles of the Incheon Strategy to “Make the Right Real” 2018-2022. The Regional Training and BGM was organized jointly by APFHD, APCD and MSDHS at APCD Training Building from 20 to 23 August 2018. The three-day Regional Training was attended by 17 potential leaders representing nine countries who are hard of hearing and deafened from Indonesia, Israel, Japan, Mongolia, Nepal, Pakistan, Philippines, Thailand, and Vietnam. On Day 1, Mr. Piroon Laismit (Executive Director, APCD) addressed the training and formally inaugurated the conference, followed by speeches by Ms. Duong Phuong Hanh ( President, APFHD) and Ms. Vijita Rachatanantikul (Expert on Empowerment of Persons with Diasbilities, Department of Persons with Disabilities, MSDHS, Royal Thai Government). On the very day, a field visit was organized and the participants visited Thailand’s National Electronics and Computer Technology Center (NECTEC) to witness the practical application of equal opportunities policies practiced in Thailand within the immediate area of work using real-time captioning. On Day 2 and Day 3, Mr. Ghulam Nabi (Chairperson, CBR/CBID AP Network), conducted sessions on “Introduction of International Instruments to Address Disability and Action Plan Development”. Ms Aiko Akiyama (United Nations ESCAP), Ms. Sachiko Flores (Expert on HOH) from the USA presented sessions on linkages among CRPD, SDGs and Business Model and Exchange on Entrepreneurship and Sustainability. Ms. Neeta Keshary Bhattarai and Ms. Tuya Mijiddorj facilitated country report presentations. Likewise, Ms. Wantanee Phantachat (Acting Director, NECTEC) shared “Policy and Direction for Accessible Service in Telecommunication and Broadcasting Service in Thailand” and “Real-Time Captioning Local Thai Development Initiative”. On the fourth day, BGM took place as an open meeting (open to members and nonmembers), discussing prior activities, financial statement, membership fees for registration and the formation of more structured executive members that penetrate to the heart of the organization and work more effectively. Mr. Avi Blau (Vice President, IFHOH) represented the Federation in the training and BGM as an observer. The election committee led the election, announcing the Executive Board Members as follows: 1. Purpose of MoU This MoU is intended to: • Ensure open and mutually supportive working relationship between APFHD and IFHOH towards improving the quality of life and human rights of hard of hearing adults and young people, deafened people, CI-users, and their families, persons who experience a hearing disorder, and who use speech as means of communication, and persons who have Tinnitus or Méniére. • APFHD and IFHOH are independent international non-governmental and nonprofit organizations; APFHD is an official region of IFHOH. • The official language for communication is English. APFHD Mission: APFHD aims to achieve an inclusive society where rights and interests of persons who are hard of hearing and deafened in Asia and the Pacific are upheld. APFHD Vision: To serve as the independent network for issues relating to hard of hearing and deafened in the Asia-Pacific region. In line with the principles of the United Nations Convention on the Rights of Persons with Disabilities (CRPD), the objectives of APFHD shall be to: 1. Empower persons who are hard of hearing and deafened in the Asia- Pacific region to achieve an independent and confident life. 2. Support a formation and development of local self-help groups (SHGs) and self-help organizations (SHOs) in line with the vision and mission of APFHD; 3. IFHOH Mission and Vision IFHOH Mission: IFHOH aims to promote the fundamental human rights of hard of hearing and deafened persons worldwide and to enable their full participation in all of society in keeping with the Universal Declaration of Human Rights and the UN Convention on the Rights of Persons with Disabilities as set out in its constitution. IFHOH Vision 1. To promote hearing accessibility for hard of hearing and deafened people, in particular with regards to technical aids, noise control, communication systems, architectural design and other services and facilities 2. To inform and educate the public about the special problems hard of hearing people encounter in everyday life, as well as by participating in the work of international organizations and bodies. 3. To promote the prevention and management of hearing loss and the preservation of hearing. To generate a better understanding and a positive attitude towards hard of hearing and deafened people. 4. To promote research for the development of technical devices for noise control, communication systems and for other aids. 5. To promote research in the area of hearing loss, hearing disability, and hearing related disabilities, as well as encouraging hard of hearing and deafened people to personally participate in such research or support it. II. Cooperation APFHD and IFHOH hereby agree to: • Appoint responsible officers (i.e. the presidents) who will regularly inform each other’s organizations about the progress, plan of action, strategies and events; • Hold an annual meeting of the presidents and one other officer of the two organizations. • Every two years, in conjunction with IFHOH BGM and/or World Congress, encourage a meeting of IFHOH, EFHOH and APFHD board. Each organization is responsible for their own participation expenses. • Check with each other on new IFHOH and APFHD initiatives in the Asian & Pacific region in order to promote cooperation and coordination, to provide mutual support and to work toward the expected results. • Mutual exchange information on a regular basis about possible initiatives, good practices and opportunities for cooperation in both organizations. • Each organisation agrees to publicize news about the other organizations in their communications vehicles. III. Consultation and Exchange of Information The Parties shall invite each other to send observers to each other’s Annual General Meetings, as well as to meetings and conferences convened by them or under their auspices in which, in the opinion of either Party, the other may have an interest. Any fees or travel costs related to the attendance of the observer from a Party shall be covered by its own respective organization and shall not be claimed to the inviting Party. Any accessibility costs will be borne by the attendee although the inviting party will make every effort to facilitate access. Registration fees for conferences will be waived for the official delegate. IV. Terms of MoU The MoU may be renewed with renewal discussions to begin six months before the expiry date. Either party may terminate with sufficient notice (90 days) and an explanation (unclear if circumstances should be cited). V.
